The European Union Treaty, in article 11.4, presents the right to the European Citizens' Initiative. The citizens of the European Union may directly participate in the development of EU policies, soliciting from the European Commission a legislation proposal in any of its areas of responsibility. This may be subsequently applied across the EU.

    Up until now there is no legislation in the EU which guarantees the continuity of rights and obligations of the European citizens belonging to a new state arising from the democratic secession of a European Union member state.

    As European citizens of stateless nations we have the right, in the case of our nation becoming independent through a democratic process, to guarantee our continuity as European Citizens. For this reason we request that the EU legislate to automatically recognize as an EU member any new state which becomes independent from another member state.

    On April 12tn, in Barcelona, Dr. Joan Carretero, leader of Reagrupament Independentista, and representative of a committee formed by citizens from seven European states, presented in front of the media, an European Citizen’s Initiative (ECI) so that the European Union guarantees the European citizenship of those citizens belonging to a new state created by means of a secession process of a region of an EU member state.

    Reagrupament Independentista has promoted the presentation of a European Citizens’ Initiative. The European Union has been requested to approve by legislation the recognition of the act of succession as a member of the European Union to any new state coming from the democratic secession from any other state member of the EU. And it has been requested on 1st April, the first able day for the requests of European Citizens’ Initiatives to the European Commission.

    At 00:01, April, 1, the registration of the European Citizens' Initiative on EU internal enlargement has been requested, in order to approve a legal procedure to allow that new states accessing democratically to Independence from current Member States become themselves also Members of the EU.
