On March 25, 2012 the Citizens Committee was constituted, with Joan Carretero as representative, formed by people from 7 different EU countries, as requested by the European legislation. The Citizens Committee is composed of people from the following EU member states:
- Finland
- France
- Germany
- Luxembourg
- United Kingdom
- Spain
- The Netherlands
From the moment that the Citizens Initiative is accepted, signatures may be collected within a 12 month period in support of it, from anyone possessing European citizenship and residence and more than 18 years of age (or 16 in the case of Austria). There is a minimum number of a signatures required for this initiative to be assessed by the European Commission.
Each member state will have to validate these signatures within 3 months after the end of the signature collection deadline.
The states are obligated to validate the data and issue a certificate.
In the case that a state is found not to have validated them within the deadline the organizers may denounce it for "Non Compliance with EU Law" to the European Commission.
